Municipal Stormwater Programs

Environmental Engineering & Contracting, Inc. (EEC) developed and implemented a storm water program that is in compliance with the City’s NPDES permit and meets the objectives of the MS4 program. EEC developed a Local Implementation Plan (LIP) that included program management and the inventory, prioritization and inspection of industrial, commercial and municipal facilities. EEC also inventoried, prioritized and inspected construction activities as well as setting up BMPs for these sites.

EEC reviewed the City’s Water Quality Ordinance and verified that it addressed the required issues of the MS4 program. EEC also assisted the City in adopting an Enforcement Consistency Guide. EEC represented the City at NPDES General Permittee Committee and important Sub–committee meetings.

EEC developed an Illegal Discharge/Illicit Connection (ID/IC) Program which provided practical guidance for City staff when identifying, responding, mitigating and enforcing the ID/IC Program component.

EEC provided storm water related training for the Public Works staff, Code Enforcement officers and for the building inspectors. EEC assisted in developing the public outreach and education program that included distribution of County of Orange Storm Water flyers.
